Warner, R-va., during a news conference announcing their satisfaction with new language in the intelligence reform bill. At right is Trent Franks, R-Ariz. The House will debate the bill tomorrow, the Senate on Wednesday..CONGRESSIONAL QUARTERLY PHOTO BY SCOTT J. FERRELL
