WASHINGTON, DC - Nov. 1: House Appropriations Chairman David R. Obey, D-Wis., returns from voting on the House floor to chair the House-Senate appropriations conference. The appropriators agreed on a spending package Thursday that includes funding for health, education and veterans' programs but not the Pentagon in a gamble Democrats are hoping will persuade Republicans to support more funding than President Bush has requested. The conference agreement includes $150.7 billion in discretionary spending for the Labor-HHS-Education bill (HR 3043) and $64.7 billion in such funding in the Military Construction-VA measure (HR 2642). House Appropriations Chairman David R. Obey said he decided Wednesday night not to include the Defense bill (HR 3222) as part of the package after Republicans strongly objected to its inclusion.
