This photo was taken in January or February 1965.  The construction in the background is the Inaugural stands built for President Lyndon Johnson's swearing-in in 1965.  Policeman on the left is Officer Ralph Scalzo.  The officer seated in the squad car is Albert Samuels. Officer Samuels joined the Capitol Police in 1948 shortly after being honorably discharged from the U.S. Army. He served as a Capitol police officer for more than 35 years, and retired in 1984 with the rank of Lieutenant. (We have no idea why the flag is at half-mast.) LtoR Ralph Scalzo, Albert Samuels and Paul Singleton. Policeman on right is unidentified.
