HARLEM - February 21: Photos adorn the walls of the conference room of the district office for House Ways and Means Chairman Charles B. Rangel, D-N.Y., at the corner of Malcolm X Boulevard at West 125th Street in Harlem, near the Apollo Theater. The office is in the  Adam Clayton Powell State Office Building.
