11/19/04.DELAY/ETHICS--John Carter, R-Texas, House Majority Leader Tom DeLay, R-Texas, David Dreier, R-Calif., John T. Doolittle, R-Calif., and Henry Bonilla, R-Texas, during a news conference on the House Committee on Standards of Official Conduct rebuke yesterday of outgoing Rep. Chris Bell, D-Texas,  who initiated an ethics complaint against DeLay. The admonishment of Bell came six weeks after the panel rebuked DeLay for actions related to two of the matters cited in Bell's complaint.
