Kirsten Gillibrand, D-N.Y., after he was sworn in on the House floor to become the newest member of Congress. Representing New York's 20th district, he replaces former Democratic Rep. Gillibrand, who now serves in the New York Senate seat vacated by Secretary of State Hillary Rodham Clinton.
