Sheldon Whitehouse, D-R.I., during a news conference announcing that they are asking the Justice Department to appoint a special prosecutor to investigate whether Attorney General Alberto R. Gonzales lied under oath to Congress. Clement, the highest-ranking Justice Department official not recused from matters involving the firings of nine U.S. attorneys last year, to name a special counsel from outside the department to investigate Gonzales.
