WASHINGTON, DC - Oct. 18:  Democrat Niki Tsongas, (second from left) former community college dean and widow of Massachusetts Sen. (second from right) after she was sworn in as the newest member of the House on Thursday, reducing the number of vacancies to two. Tsongas, 61, succeeds eight-term Rep. Martin T. Meehan, who resigned July 1 to become chancellor of the University of Massachusetts at Lowell. She defeated Republican Jim Ogonowski by 51.5 percent to 45.3 percent in an Oct. 16 special election in Massachusetts's 5th District, which lies northwest of Boston and encompasses Lowell and Lawrence.
