03/08/07--House Minority Leader John A. Boehner, R-Ohio, during a news conference after Democratic leaders announced a plan to set an ultimate deadline of August 2008 for removing troops from combat in Iraq and would require the president to certify by July that Iraqis are meeting key political benchmarks. Democratic leaders described the proposal as the ÒTroop Readiness, Veterans Health and Iraq Accountability Act.Ó In addition to setting deadlines in Iraq, the plan would add $3.5 billion for veterans health care and would require President Bush to adhere to existing military readiness standards, though he would be allowed to sign waivers. Early indications by Democrats seem to point to a growing consensus in support of the plan, even by those most likely to oppose it. Congressional Quarterly Photo by Scott J. Ferrell
