WASHINGTON, DC - July 09: View from the site of the first phase of the Capitol Quarter townhouses in Washington, on the triangular block bounded by Virginia Avenue, Third, Fourth, and I Streets, where 61 'market-rate" townhouses have been sold, and 20 "workforce"-rate houses have also been reserved, with another 32 to be sold. The homes are part of a first phase of development that will include eight Section 8 ownership homes and 39 subsidized rental units.
