05/16/07--Sen. Ron Wyden, D-Ore., far left, and Sen. John Kerry, D-Mass., pass Senate Minority Leader Mitch McConnell, R-Ky., and Sen. Kay Bailey Hutchison, R-Texas, as they leave the Senate Radio/TV gallery between news conferences after Democratic leaders failed to muster even a simple majority in favor of legislation to mandate a withdrawal of U.S. troops from Iraq. Despite impatience with President BushÕs war policy, the Senate defeated, 29-67, an amendment by Russ Feingold, D-Wis., that would have required U.S. troops to start leaving Iraq within 120 days of enactment, with the redeployment to be completed by March 31, 2008. The tally fell far short of the 60 votes needed to cut off debate on the amendment, which was offered to an unrelated water resources bill (HR 1495). Congressional Quarterly by Photo Scott J.
