She and Senate Majority Leader Harry Reid, D-Nev., left, outlined a legislative agenda that challenges President Bush and other Republicans on a broad front. She called for sweeping global warming legislation, major health care initiatives, and large infrastructure investments. Reid called on Bush to use his State of the Union address Monday night to state explicitly that no arm of the federal government will engage in any form of torture, including the controversial simulated drowning technique known as waterboarding.
