Lieberman, D-Conn., and Senate Rules & Administration Chairman Trent Lott, R-Miss., are all smiles as they wait for the start of a news conference on lobbying overhaul legislation, which passed 90-8 in the Senate. The bill overall would require more frequent disclosure of lobbying activity, restrict the practice of secret "holds" and make it easier to kill earmarked spending.
