WASHINGTON, DC - Nov. 1: Senate Appropriations Labor HHS Subcommittee Chairman Tom Harkin, D-Iowa, during the House-Senate appropriations conference. The appropriators agreed on a spending package Thursday that includes funding for health, education and veterans' programs but not the Pentagon in a gamble Democrats are hoping will persuade Republicans to support more funding than President Bush has requested. The conference agreement includes $150.7 billion in discretionary spending for the Labor-HHS-Education bill (HR 3043) and $64.7 billion in such funding in the Military Construction-VA measure (HR 2642). House Appropriations Chairman David R. Obey said he decided Wednesday night not to include the Defense bill (HR 3222) as part of the package after Republicans strongly objected to its inclusion. He said he wanted to show Democrats are "serious about compromise." (Photo by Scott J. Ferrell/Congressional Quarterly).
