WASHINGTON, DC - Dec. 18: Senate Majority Leader Harry Reid, D-Nev., talks to media after the weekly Senate Democratic policy luncheon. The Senate is set to consider a massive year-end spending package Tuesday, leading to predictions that Congress could adjourn for the year by midweek. The House voted to send the measure to the Senate late Monday night. Although the White House warned that the House version would draw a veto because it did not include funding for military operations in Iraq, it signaled that once the war spending was added -- which the Senate is expected to do by amendment Tuesday -- President Bush would likely sign the bill.
